Arthur O. Eve Higher Education Opportunity Program
WELCOME TO THE HOME OF HEOP
The Higher Education Opportunity Program (HEOP) seeks to provide access to independent institutions for residents of New York State who, for any number of reasons, find themselves academically and financially under-prepared for college.
Assemblymember Arthur O. Eve, along with Percy Sutton helped establish the Educational Opportunity Program (EOP) within the SUNY (State University of New York) system. In 1969, legislation establishing the HEOP program for independent colleges and universities in New York State was passed.
The goal of HEOP is to realize student success through the promotion of academic excellence; development of inclusive and meaningful social engagement; cultivation of a strong sense of purpose and meaning, and the ability to persist in the face of adversity. Ultimately, HEOP programs strive to develop graduates who will realize their career and life goals and serve their communities in positive and transformative ways.
