Arthur O. Eve Higher Education Opportunity Program 

Greetings and thank you for your interest in HEOP!  My name is William “Woodg” Horning and I have the great pleasure to serve as the president of the Higher Education Opportunity Program Professional Organization (HEOPPO) and the director of the New York State Opportunity Programs (EOP/HEOP) at Cornell University.  The New York State Arthur O. Eve Opportunity Programs are crucial to the success of educating our New York State students.  I hope through the pages on this website, you will find information to help answer your questions and see the opportunities that are available to students across NYS.

Arthur O. Eve set forth a vision in 1967, to create spaces of opportunity and access for NYS most deserving students at institutions of higher education.  His vision was first implemented at Buffalo State College in 1967 with the creation of the Educational Opportunity Program (EOP).  In 1968, his vision was enhanced and expanded to 10 SUNY Campuses and further enhanced in 1969 with the creation of the Higher Education Opportunity Program (HEOP) to serve students at private campus across New York State.  More than 50 years later, institutions of higher education across New York State are still striving to implement his vision of providing opportunity and access to New Yorkers through these programs by recruiting the most deserving of students that come from backgrounds that require both academic and financial support to be successful at our institutions.  The foundation of HEOP is about uplifting and supporting our students and celebrating their ability to overcome and succeed.  We see our students as more than the sum of their background, but also the potential that lies within them.  These are the students and the purpose that we propel forward into the next 50 years of success.

I want you to know that our HEOP programs across NYS are dedicated to providing the best opportunities and access to students.  It is our goal to recruit, support, and retain applicants to each of our individual schools and programs.  HEOP currently exists at 50 private institutions across the state and opportunities are available students that are interested in fields from education, medicine, law, business, engineering, theater, art, architecture, finance, and everything in between.  It is important as a student that you look into the programs and schools listed here to see what the best option for you might be.

For counselors and professional partners who may be accessing these pages, we hope you will find resources and contacts to help answer your questions.  It is important to us that we provide the best and most direct answers and information so we can support you and your students and make sure that we are reaching the students that would be best supported by HEOP.  Please remember that every program across the state will have different academic criteria so no student should feel they cannot apply and be interested if they meet the economic criteria of the program, at the very least, they should have the conversation with the schools they are interested in attending.

Please know, our HEOP staff across the state at all of our campuses, wants nothing but the best for the students enrolled in our programs.  We will work diligently to support our students, advocate for their support and opportunities, and work to provide the best experiences available at each of our campuses.  We know through our collective experiences that HEOP students are some of the most talented and successful students on our campuses and will succeed when given the opportunity to do so.  Through our programs and the support and development they provide, HEOP students are the shining beacons in their communities and on campus and we are proud of the work and effort they put forth.  We are committed to helping students strive for their goals.
